Joel Luper is a CPA and financial executive with nearly 30 years of experience across healthcare, manufacturing, energy, and professional services. He has served as CFO to regulated health plans, as a senior finance leader for organizations up to $830 million in revenue, and as board-level advisor on capital structure, strategy, and financial governance.
As CFO of AlohaCare, Joel inherited a plan running near its regulatory capital floor and delivered $13.4 million in documented margin improvement while securing over $60 million in rate gains through direct state regulatory engagement. He restructured the organization’s capital position through quota share reinsurance, a sale-leaseback transaction, surplus note mechanics, and CHC capital placements, presenting strategy and financial scenarios to a 16-member board throughout. He led a NetSuite implementation, built 13-week and 13-month rolling cash forecasts, and managed a 14-person finance team through one of the organization’s most demanding operating environments.
Earlier, Joel served as Controller at Flogistix, LP, a PE-backed gas compression manufacturer, joining shortly after founding as the company scaled from $40 million to $80 million across two plants and eight states. He built the finance function and led the Sage-to-NetSuite ERP conversion. His broader career spans outsourced accounting for 1,000+ client locations (InfoSync), fuel system manufacturing and turnkey installation (Willborn Brothers), specialty food processing (Palo Duro Meat), and public accounting at Clifton Gunderson (now CLA), where he progressed to Audit Manager.
Joel is a Texas CPA, active since 2001, and holds a BBA in Accounting from West Texas A&M University. He serves on the Finance and Audit Committees of the Alamo Area Council, Scouting America, and is based in San Antonio, Texas.
